Providing Copies of BASMAA Products to Outside Organizations
The following establishes the Bay Area Stormwater Management Agencies Association's (BASMAA) policy for providing copies of BASMAA products to organizations outside of BASMAA. BASMAA, as a consortium of public agencies, fully supports information sharing as good public policy and as a way of promoting cost-effective government programs. This policy is meant to promote information sharing while clarifying any conditions of transfer attached to camera-ready and electronic versions of BASMAA products.
BASMAA products are considered to be any document, data base, educational material, drawing, plan, specification, recognition material, photographic image, work shop material, survey result, data analysis, audio recording, or video recording that was supported by BASMAA Baseline Program funds (as described in the BASMAA MOU) or by funds collected for Tasks of Regional Benefit (as described in the BASMAA MOU).
Every transfer of a BASMAA product to an organization outside of BASMAA must be accompanied by a document explaining the conditions for reuse/revision of the original BASMAA product, and assigning use rights to a specified public agency or organization. The revision of BASMAA products by agencies or organizations not listed in the reuse/revision document is prohibited.
Private/Public Partnerships
The following establishes the Bay Area Stormwater Management Agencies Association's (BASMAA) policy for entering into private/public partnerships. BASMAA, as a consortium of public agencies, supports building alliances with other government organizations and entering into partnerships with private entities. Partnerships promote cost-effective government programs by leveraging public money with private resources. This policy is meant to promote the development of mutually beneficial partnerships between BASMAA and private entities while defining conditions for BASMAA's consideration and approval of such partnerships.
BASMAA's conditions for considering and approving partnerships with private entities are:
- The private entity should conduct operations and sell goods and services in a significant geographic portion of the San Francisco Bay Area.
- The interests of the private entity and BASMAA should be compatible.
- The establishment of each partnership must be accompanied by a document explaining the conditions of the partnership for both partiesÂBASMAA and the private entity. The "partnership document" will name the parties involved and contact information. The document will also define the nature of the partnership, including the purpose and goals, activities and schedules, roles and responsibilities of each party, financial and resource commitments of each party, term of the partnership, and conditions for renewal or termination of the partnership.
- The use, in goods and services provided by the private entity, of the BASMAA logo, name, and any reference to BASMAA, other than as an acknowledgment or as general information, is subject to review and final approval by BASMAA. BASMAA will confine its review and approval to aspects of the goods and services that directly affect BASMAA, its member organizations, or its contractors.
